This project addresses the serious environmental concerns of waste-caused pollution and intensive materials utilisation, using a series of workpackages designed to increase knowledge about the effectiveness of variable rate pricing as a policy option for reducing household discards, particularly those destined for final disposal. 
Pay-as-you-throw (PAYT) substitutes for flat rates and is meant to provide incentive to households to divert an increased portion of its discards away from traditional disposal to recycling. Both waste reduction and recycling are priorities of community environmental policy. Implementation has been so far been carried out in towns and small communities.
The focus of this proposal are large metropolitan areas where different framework conditions impact on feasibilty and require other solutions to be applied. Research efforts are directed on the scientific analysis of the approach, surrounding factors, potentials and impacts in the city environment and best practice solutions and recommendations.
